Substance use disorder is a serious illness that affects up to 9% of California’s population—nearly 3.5 million people. While only a small percentage receive treatment each year, there are still hundreds of thousands of people who enter into a residential or outpatient rehab facility for treatment.
California’s Health Care Services (HCS) monitors 980 treatment facilities that are licensed to provide drug and alcohol treatment services, plus 860 unlicensed, non-residential drug and alcohol treatment facilities certified by the state (as of June 2023). Each of these facilities is required by state law to comply with strict regulations that protect patients in their care.Â
But many facilities prioritize their profits ahead of their patients’ profits before their patients, and there simply is not enough oversight to safeguard everyone seeking treatment.
